you guys. >> tucker, thank you. routines are expected to resume today for some in newtown, connecticut. >> some students and teachers will head back to the classroom as fup raleigh services for the victims continue. what you are seeing there is a live picture outside one funeral home for today aedz services. nicole collins has more on this story. >> reporter: the first funerals for newtown shooting victims were packed and emotional. more are planned throughout the week at least one a day until friday. >> another heart breaking funeral today as 6 year old jessica rakos is laid to rest. she loved horses and her family promised her one of her own. that dream will never come true as well as 19 other children. those who attended funeral services monday for noah and jack pinto are reeling. >> saddest thing i have ever

seen. >> investigators have yet to discover a motive when 20-year-old gunman killed 27 people including his mother. >> we're going to do everything that it takes to ensure that we uncover every bit of evidence. as many interviews as we need to do to paint a clear picture as to how and why this tragedy occurred. >> a friend of lanza's mother was looking for a way to connect with the boy who had -- >> that's why she did it. >> it's unclear if sandy hook elementary will ever open again. officials are yaedy in a nearby empty school for those students. nicole collins, fox news. >> in the meantime, president obama met with the vice president and some members of

the cabinet to begin discussions on ways should respond to the massacre. about 100 people marched on the offices of the national rifle association in downtown. the white house acknowledges changing the gun laws is a complicated business. >> i don't have a specific policy outline and it's important to remember this is about our gun laws and enforcing them but it's also about a broader series of issues. >> president obama will be meeting with mental health professionals and law enforcement to other reforms. >> two high profile makers are changing their stance. virginia senator and west virginia senator are both now speaking out in support of tighter regulation on assault weapons. in the past, warner and mansion have been strong supporters of the nra. >> virginia governor has

announced a statewide plan that will review school safety procedures on a state and local level. schoolleaders will review safety audits to find ways to improve procedure and resources. legislative activity is expected soon. frjs new this morning, the fog is lifting outside this morning and so are speed limits in the district. >> that's right. melanie is live with all the details. good morning, melanie. >> reporter: good morning. this is all related to the city's speed camera program as we well know. there's been a lot of criticism. generated $85 million just in last fiscal year alone. new york avenue the camera is the third most

ticketed. now, the higher speed limits that will begin here is not in where that speed camera is. it is part of mayor gray's comprehensive review. so let's look at where they raised the speet limits. first here on new york avenue eastbound, 45 miles an hour. new york avenue westbound from the maryland line to blade nsburg road. north capitol street from michigan to harewood road 40 to 45. and canal road from chain bridge to foxhall. do have speed camera programs is to make sure before they put a camera in to make sure the speed limits are appropriate for the roadways.

mayor gray says the reassessment of the speed limit shows the changes can be made without compromising safety. also the same for parts of 295 as well. those are the most ticketed locations about a month ago. the city council today is going to be looking at a speed camera changes but there is a problem. a hitch that may change. when you increase speed limits you are going to reduce the revenue and right now the city can't afford the reduction in ticket revenue. >> melanie, thank you. >> the dc council is about to vote on a slew of bills starting at 10:00 this morning. council members will take up unfinished business. lowering those speeding fines. another is campaign finance law. may try again to attach an amendment on

ethics which he tried to do last christmas. allison. >> there are positive signs on a deal to avoid the fiscal cliff. speaker of the house john boehner was back at the white house for his second meeting in the last week. and the president made a new offer to republicans that includes a tax rate hike. that's up from $250,000 a year. that level he was seeking. but still far below the million dollar mark the republicans have offered. the white house isn't giving specific but warning law makers they will have to work over the holidays. >> we're going to be coming back the day after christmas to complete work on the fiscal cliff. >> we can't have a situation where deficit reduction is born unduly or primarily by the middle class or seniors or families with children who have disabilities or kids trying to go to school.

as a community of newtown, connecticut begins the healing process, help is pouring in. even man's best friend is lending support. 8 golden retrievers are now on the job. a church charity group brought them in to comfort the children who witnessed the massacre on friday. >> something the dogs bring in terms of what it's about that feels very reassuring. >> so unexpected but so sad. we just need to know how to help others. the dogs are part of the comfort dog initiative that started at northern illinois university after a deadly mass shooting in 2008. they travel around the country as needed. >> while adam lanza's motivations may never be known, we have an expert to try to fill

in some of the blanks. psycho therapist and author and researcher. also the author of books how chern become violent and youth violence. if you have a question, if you have a concern these books are available now. thanks for being here. you traveled from the eastern shore to be with us today and we really do appreciate it. we're all trying to understand how something like this could have happened. but you've done years and years of research on this very thing. when you saw this story, what were your feelings? >> my first feelings are always when i see these reports such sadness. it's so terrible these things happen. but my second reaction is anger. i think there are things that we can change in order to prevent at least some of these things from happening in the future. and

that's really been the impitus. how can we keep these things from happening. >> before we go on into this, you've put out an assessment to maybe help a family who is in need. tell us what goes into a personality that might be in trouble? what do we need to look for? >> there appear to be for people who commit murders. so i'm going to stick with that group for now. there appear to be two groups. and one are what we call psycho paths. people who commit very very bad acts and have been in a lot of trouble their whole lives. and you can almost map from childhood very very bad acting out behaviors. they are easy to spot. there's a second group that have become mass murderers as young adults.

and those young people are extremely mentally ill. the problem is they need good mental health services before they get to the point of doing something really awful. >> and sort of like a substory that's coming out is the relationship this young man had with his mom. she is sadly also deceased here. we'll never know what her bonding methods were. but she was the first victim. it was an up close and personal crime. the details we know they are gory to repeat. but shot in the head. what does this tell you? >> what this tells me is there was a tremendous amount of rage and that it had to do with his relationship with his mother and

it probably had to do with him becoming obsessed about something and finally exploding. and all of that rage and frustration in his relationship with her exploded first there and then went out. >> we've seen this at a school and we've seen this time and time again at schools. the list sadly is way too long. columbine, virginia tech. the amish school. what is the psychology behind attacking these innocent victims? these schoolchildren? >> i think that's something we don't exactly know yet. we can suppose that because they are small, they are innocent and because the adult is much larger and the children are much smaller, it's probably a power differential. these acts are generally about power. having power over somebody else.

and unfortunately, it's easy to have power over children. >> is there a profile and we could say it's the young white male. it's not always that case. those being two african american men. is there something though that does link all of these mass murderers together? >> there are a group of what we call risk factors. and the reason why it's been difficult to develop a profile is generally a profile will want all of these people to have the same characteristics. the reality is for this group, there's a group of risk factors. and the more of those that a person has, the more likely they are to act out. but each person has their own combination of risk factors. so they are not the same. they are different for each one. mental illness and not being in treatment and abusing substances is one of the

risk factors. but it might not be a risk factor for every one of them. >> i want to end with this too. a lot has been made of asbergers connection. that is not a personality that shows this violence. this young man happens to also have this form of autism. >> i think it's more the broader category of mental illness. not all mentally ill people are dangerous. but there is a group that have a group of characteristics that make them at risk for dangerousness and that's what i think we already know and make sure those people get mental health services before they act in a violent way. and i think we can do that. >> dr. catherine is an author and youth violence and how

people that went through the same background. things i went through and when i came home tried to apply for different jobs. kind of deadened. these guys gave me a chance. welcomed me with open arms. it's just been great. transition was beautiful. working with the same people that went through the same thing i went through. people from all over the world. >> how much does it mean for you to not have that part of your life define you but be able to look and say i've got a whole life ahead of me? >> right now it's my daughter. she's just like brighten my whole day. so that right there is a clear path for me to stay focused on her up bringing so she don't go through the so thing. >> how old is she? >> she's two years old. >> two years old. what a fun christmas you are going to have with her. >> yes. >> tell me what you are doing

now. >> right now we're doing meals preparing for 5,000 meals across the city right now. preparing lunch for the guys and volunteers are helping us assist us. and after school programs. things like that. >> having this job and having these wonderful tasks you do everyday, how does it make you feel about yourself? >> feels great. i come up in the community have folks that was fortunate and myself was unfortunate. and programs like this is necessary. and to aid and assist like that, these guys know where i work at. i encourage them to come through the program. they ask for assistance. by me being able to help them guys out, that it is possible.
